Sometimes when we use reported speech it's not necessary to change the verb. When can we use reported speech without changing the verb ?

Thank you for the question Hakan, you can use reported speech without changing the verb if you are talking about a fact or something that is still true.
For example:
Direct: Ali : Istanbul is more crowded than Ankara.
Reported Speech: Ali said that Istanbul is more crowded than Ankara.
